Housing Construction Manager
Position Overview
The Part-time Housing Construction Manager will be responsible for the implementation, administration, and management of all aspects of the Program’s housing renovation or modifications projects. This role provides a range of housing options to those enrolled in the Virginia Birth-Related Neurological Injury Compensation Program. The Housing Construction Manager ensures efficient and effective work of the housing program, maintains claimant and vendor relationships, and confirms that payment draws are warranted during and at the conclusion of each project. This position is Exempt under the Fair Labor Standards Act (FLSA) and reports to the Case Manager.
Essential Duties:
Manage and respond to all housing renovation or modification assignments and inquiries.
Collaborate with admitted claimants, review requests, and ensure complete submission of required program documentation.
Coordinate all stages of housing projects including intakes, project write-ups, contractor walk-throughs, contractor bids, and payment processing.
Recruit general contractors to assist in housing renovation or modification projects, as needed.
Provide Housing Renovation or Modification stories and referrals to Program’s marketing staff for newsletters, campaigns, etc.
Maintain records, files, and data collection systems.
Develop housing and service plans through case management, provide linkages to external services if needed.
Provide access and tenancy sustaining support, connecting to benefit programs, education regarding compliance, and legal resources for successful living.
Identify the need for and coordinate home modifications that ensure the member's health, welfare, and safety (e.g., installation of grab bars and hand showers, doorway modifications, in-home environmental risk assessments).
Present/apply product knowledge by communicating home features to clients.
Provide support for home inspections.
Ensure homes are ready for admitted claimant’s move-in on scheduled date/time, assist with move-ins, move-outs, and monitor renewals.
Oversee the tracking, utilization, and maintenance of home inventory to meet the needs of admitted claimants.
Serve as a liaison with construction management consultants, property management companies, and local agencies.
Maintain and update policy and procedure documentation and changes.
Develop and maintain relationships with internal and external parties and agencies providing service to persons who have at-risk tenancies.
Exhibit sound judgment to effectively carry out the daily functions of this position and establish good working relationships with other staff and external clients of the Program.
Qualifications:
A college degree with a minimum of five years’ experience in a similar housing position.
Must be licensed in accordance with fair housing requirements and have ADA-compliance expertise.
Experience working with non-profit or other community-facing centers.
Must maintain a high level of confidentiality and abide by HIPAA rules and regulations.
Knowledge of housing and community development regulations and guidelines.
Must possess/maintain a valid Virginia driver’s license with a positive point balance.
Qualifications and Skills:
High tolerance and respect for individuals with disabilities, while promoting harm-reduction strategies.
Excellent listening and interpersonal skills and ability to establish rapport within diverse audiences.
Some experience in crisis intervention/de-escalation is.
Ability to multitask and manage competing priorities.
Ability to work independently and with teams to manage housing projects and policy issues.
Must be self-motivated, have a passion for the work you do, and an understanding of how non-profit organizations function.
