Description

The Senior Project Manager oversees the Department of Utilities projects of substantial cost, scope, and complexity, including new utility infrastructure construction or major upgrades to utilities systems. The Senior Project Manager advises management on cost-planning, scheduling, control and productivity analysis, provides financial management oversight, and reports on business results. Advises management on work distribution and project scheduling and/or rescheduling issues; facilitates internal processes and scoping meetings. May guide or coordinate with other Utilities personnel in a consultant capacity.

Primarily and most frequently, the work is performed independently under the general direction of a Division Manager or Department Head.

The preferred hiring range for this position is between $83,678.40 - $109,636.80 Annually.   • Principle point-of-contact for assigned projects;
  • Manages projects through all phases and activities throughout the life of projects, serving as team leader and facilitator;
  • Maintains a high level of customer service and communication with stakeholders and key City staff and officials involved with the projects;
  • For construction-related projects, regularly attends and participates in meetings;
  • Develops a Project Plan for each project, identifying and defining the scope and objectives, considering stakeholder needs, defined budgets, City policy, compliance with laws, regulations, standards, or procedures, and other requirements;
  • Develops or coordinates detailed project work schedules and project cost estimates;
  • Participates in the recommendation and selection of out-sourced consulting services required for projects;
  • Responsible for the development and compilation of the project team including design professionals, cost estimating professionals, inspectors, and expertise from other City divisions and departments;
  • Plans and monitors project activities to mitigate risk;
  • Maintains a high level of communication with stakeholders and staff; escalates issues, as appropriate, for senior management consideration;
  • Other Essential Functions:
    • Manages risk exposure
    • Manages financial tracking and data
    • Manages review and approval processes for projects requiring regulatory approvals
    • Reviews and approves pay applications
    • Reviews and recommends change orders
    • Ensures proper document management for projects
    • Develops and manages project teams
    • Reports ongoing project status to supervising manager
    • Develops and manages Division/Department standards for data storage and management
  • Performs other related duties as assigned.
Minimum Qualifications:
  • Any combination of education and experience equivalent to a Bachelor's degree from an accredited four-year college or university in the field of landscape architecture, engineering, construction management, or a related field.
  • Minimum of seven (7) years of comprehensive project management experience in full life-cycle project management that includes experience in directing and leading project teams.
Special Requirements:
  • Depending on assignment, may require a valid Virginia driver's license by employment start date.
Preferred Qualifications:
  • Master's Degree in a related field preferred.
  • Seven to ten years of experience directing/managing a variety of complex and challenging project assignments of significantly large scale and considerable cost preferred.
  • Depending on assignment: preference for familiarity with Virginia Department of Transportation (VDOT) projects and federal grant projects.
  • Preference for EIT, PMP, or PE.

Skills: Requires comprehensive knowledge of project management principles, practices, methods, approaches, procedures, and a technical knowledge base in complex project assignments. Strong technical reading and writing skills, including the development of construction documents. Proficient in relevant software (i.e., Microsoft Office, Microsoft Project, Adobe Acrobat). Knowledgeable of procurement within the bounds of the Virginia Public Procurement Act. Skilled in planning, managing, and forecasting project budgets. Knowledgeable of the respective industries and markets relevant to project implementation.

Physical Requirements: Ability to lift up to 20 lbs. occasionally and/or up to 10 lbs. frequently. The majority of time spent in this position involves inside work, however, exposure to conditions typical of active construction sites may occur. Regular use of a ladder/step stool and driving a city vehicle may be required. This position may require work on weekends, nights, holidays, and emergency on-call.
