Position Overview
SAIC’s National Intelligence Community (NIC) Business Unit, USG Mission and Information Technology Division, is seeking an Information Technology (IT) Program Manager to manage and support the overall financial and business efforts including a new initiative related to cost recovery model. The work will include assessing and analyzing data through conversations with IT and finance Subject Matter Experts (SMEs), as well as documenting and briefing data related to the subject.
Responsibilities
- Integrate different requirements and capabilities from other offices across the community into a centralized system.
- Engage with customers to determine the nature of requirement/analytic problem, evaluate options, and offer IT-based recommendations.
- Identify opportunities to integrate and improve resources to accomplish customer needs.
- Review existing IT programs and assist in making refinements, reducing operating time, and improving current techniques.
- Strategically plan new designs for integration into a budget reconciliation database structure, using knowledge of the characteristics of the systems being added to the structure and the specifications for database interfaces to ensure effective integration and optimal database performance.
- Employ data analysis, requirements gathering, translations, and visualizing information in a clear way to explain the data at hand.
- Develop use cases that improve the ability to find information in a more timely fashion.
- Develop and manage project schedules, utilizing MS Project to identify critical tasks, and EVM for overall project status.
- Implement resource allocation and optimize resource assignments by identifying key resources and the right set of skill sets required for a project.
- Develop Minimum Viable Increments (MVIs) based on requirements gathered.
- Work on both development and integration projects.
- Track budgetary funds.
Qualifications
- Active TS/SCI with polygraph.
- Bachelor’s Degree (B. S.) in Computer Science, Software Engineering, Information Management Systems, or a related discipline. Note that additional years of experience can be substituted in lieu of degree.
- Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more experience; Ph D or JD and thirteen (13) years or more experience.
- Utilizing exceptional customer service working directly with business and technical customers to communicate organizational accomplishments, status, and direction to stakeholders at all organizational levels.
- Employing experience and background in Business/Financial areas.
- Successfully utilizing written communication skills to produce publishable documents.
- Utilizing portfolio & resource management knowledge and skill.
- Working on both development and integration projects.
- Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
