Why does the job exist?

This position manages tracking and reconciliation of accounts payable, monitoring Purchase Order (PO) balances, and contract management oversight to include assisting with tracking of state lead contracts and assisting with the coordination of requests for proposals. This position oversees the review, audit, and payment of claims against the Corrective Action Fund (CAF) for approved remedial action activities in accordance with the Petroleum Storage Tank Regulations as required.

This position assists the CAF Manager with monitoring budget balances, PO creation, and PO change orders for federal grants. This position will make recommendations to improve business processes to improve operational efficiencies in the reimbursement section while ensuring compliance with state and federal regulations while ensuring program consistency and efficiency. This position will assist the CAF manager with various Journal Entries to establish accounts payable, capital asset reclassification and other CAF correcting entries.

How does it get done?

- Oversight of reconciliation of accounts payable, including monitoring of PO balances, reconciliation of payments, monitoring Federal Grants activities, purchase order creation and change orders to ensure continuous budget exists
- Process journal ledger entries, maintain pertinent information regarding accounts payable and update database and spreadsheets
- Audit and process claims, disclosures, affirmations, and invoices
- Contact consultants to gather pertinent information for invoice and claims processing
- Communicate with CAF manager and other Bureau managers on any issues, questions, or items that require attention or intervention as soon as possible
- Make suggestions for improvement of efficiencies or any other items that require discussion
- Notifies CAF manager and Reimbursement Section of issues with PO balances, section spreadsheets, databases and any other issues as required

Ideal Candidate

The ideal candidate will have experience in the following:
- Ability to plan and direct projects, implement activities incorporating Bureau's business and organizational objectives as directed by the Program Manager(s)
- Knowledge of state procurement processes, financial tracking, and accounts payable
- Strong organizational and communication skills
- Communicate effectively and professionally, verbally and in written communications
- Regulatory framework

Minimum Qualification

Associate degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, and/or contract management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Long periods of sitting, some standing, bending and reaching may be required.
